I have no idea of the name of the part that I'm looking for, so I will describe what I want:
1. I want to avoid unlocking the seat to uncoil (and re-coil) the electric cord.
2. Instead, I want to store the cord in my panniers, which are the hard Givi boxes pictured here:

3. I would like to route the existing cord under the seat and out the back (which I normally do, just leaving about 3" of the cord sticking out) but, instead of leaving a couple inches sticking out, I want the bulk of cord to run through a U-shaped opening in the rim of the Givi that I will cut or drill.
In order to do this and to keep the Givi reasonably water-tight, the cord will need to go through a sort of bushing that keeps water out of the box.
I can't seem to find what that bushing is called.
Added challenge: because I do not want to cut the cord, the bushing needs to be able to separate, then fold around the cord.

i think Gromet is the word...

along these lines....look for a large one
as for coming apart...just use an exacto knife and then either glue later or see if the hole in the givi hardcase holds it together tight enough...

I found the basic part, but now need to find one that I can use without cutting the cord.
I just read your idea - that may work as good or better than a pre-slit grommet sleeve.

Use a cable gland. You can tighten them down in the cable.
