The Netherlands have come up with an electric scooter taxi company called the Hopper. Read about it and see a few photos here:

I am not sure that not wearing a helmet is all that great an idea when riding on two wheels, even if you are moving at a slow speed - especially in a congested city environment.

Amsterdam has bicycle lanes, so safety would be ok
