A vehicle like that would be legal to drive on public streets in many areas of the World, but not in the U.S. as it would be likely classified as a car and be required to meet similar safety requirements as an automobile. It could be used off-road, though. But why you would want to ride it off-road when there are lots of ATV's on the market, would be a question?
My granddaughter is attending the Freie University in Berlin and she has taken photos of standard ATV's being ridden on pubic streets. So the eQooder would likely not have a problem being licensed and ridden in Germany, as an example. But still, I don't see it as being a big seller.
