How Will New 54.5 MPG Fuel Regulations Effect Electric Vehicles?

So by 2025 this is supposed to be in full effect. We all now this really depends on the coming election and what changes could be made to a number of issues. Regardless, what do you think this will mean for the still emerging EV market?

In one way it helps EV's because people may not want to spend that extra money on ICE vehicles and manufacturers may want to pursue EV's with a bit more interest.

On the other hand if ICE manufacturers create the tech to make vehicles that efficient on average and at a reasonable cost will people stay with ICE?

Of course, Congress, or a future President, can always change the law to void or alter the fuel economy regulations any time they want to.  It has happened before.  All they need is some public or manufacturer pressures and they will cave.  Politicians are gutless.

There's some really weird math going on to calculate the fleet "averages" for CAFE. Zero-emission vehicles like electrics get some huge multipliers relative to their actual sales.

Some of the manufacturers are close already ahead of the ramping requirements - Hyundai has met the goals for 2016 already.

Yea, the MPG calculations for all this is pretty complicated.  The test is completely different than the one used for window stickers, and there are lots of credits designed to launch new alternative fuel technologies.  Here is the best link I've seen for explaining the new 54.6 MPG standard.
