It is interesting how the police seem to love blacked-out vehicles.   ;)

And they blacked out "to protect and to serve" on the 'gas tank'.

It doesn't look that way to me. It looks like the light is reflecting off the letters. It is hard to tell for sure, though. Maybe some new images will surface, soon.

It looks like the light HAS to reflect for the gloss black to be visible against the flat black:
