Ich habe den Lüfterumbau durchgeführt.
Die Drähte gut mit Schrumpfschlauch isolieren. Die Passgenauigkeit ist wie im Original. Die Schrauben passen auch noch, obwohl die neuen Lüfter etwas dünner sind. Achtung nicht zu fest anschrauben, sonst schleift das Lüfterrad.

Insulate the wires well with heat shrink tubing. The fit is as the original. The screws also fit even though the new fans are a little thinner. Attention screw too tightly, otherwise drags the fan.

I wouldn't mess around with low cfm, pc case fans, just because they're quiet. If the charger get's fried, you'll be in a lot of hurt.
My 2 cents, look for server fans (like Nidec, Delta or Sanyo Denki), they have lots of air displacement and are reliable. But I don't think you'll gain a lot in terms of noise reduction. And finding selling points won't be easy either.

Note : Sanyo Denki has even got splash proof fans.

The charger should derate based on temperature; if the fan failed it should not fry itself.

I replaced my fans with Delta 60mm 43CFM 46db and they made a very noticeable difference.  I was concerned that if I went with lower cfm, I would not get proper cooling

Yes.  Fit same holes.   I had to cut and solder the wires but it was quick and easy to do.   Now doesn't sound like a jet engine when it charges.  Haven't noticed any diff in the past several months

Purchased the fan. Same size all around. Lower ampage. 

Removed the cover:



Compare the original fan with new unit.




New unit installed with original connectors.

I did some quite a bit of research on this last summer but was unable to find a suitable replacement which would keep the motor as cool as the current noisy fan.  I even looked at adapting some type of liquid cooling system used in gaming computers and on other types of motorcycles but never got very far.
