Daylight Running Lights - an idea

Could something like this work? And be legal (in EU)? More and more cars are getting similar daylight running lights so why don't I see any on motorcycles?
My idea is to have a halo of leds like that, instead of the normal headlight (that's always on). It should be switched off for when you really need headlights for illuminating the road (so then the leds are off and the normal headlight's on). But the high beam should still work as normal, and I suppose the parking light should also be on normally (because I guess it's required by EU law to be in there).
I understand there's little juice to be saved by switching to leds, but even if there's not a single amp saved, I think it looks a lot cooler.
I've looked around on the internet and haven't really found something that exists already... any thoughts?
