Clutch not engaging properly

The gears on my 2014 Empulse R have always been a bit fiddly, but I realised recently that the clutch just isn't properly engaging, at least initially. I did a service and swapped and bled the various fluids, and when checking the clutch I notice that gear with the clutch engaged I still get drive. I assume the master cylinder is fine, as I can push fluid out the bleed valve* using the lever, and similarly from that I'm happy there's no air in the system.

It feels like I'm going to have to go for a new clutch pack (seems from another post here I can use plates from a particular older GSX), but before I do that does anyone else have any suggestions for things to try? Just looking for options before the motor has to come out.

If you are sitting on the bike and pull the clutch in and then give it some throttle does the bike move? I notice on mine (2016 Victory Empulse tt) the when the bike is on the paddock stand and you do that the back tires moves, but not when I am sitting on it. Currently bike is inop so I cannot test the theory. I did have a different gas powered bike that had a clutch that would not engage and it turned out to be the return fluid hole in the bottom of the master cylinder was plugged solid. took a sewing needle and worked it around in there till it cleared.

Hello, just a thought. The clutch is not used to set off from a standstill. It's only used to change gear on the move. Is anyone else of this option?
